Further update. I went out and bought an HDMI cable as my new TV has HDMI. I've just booted my laptop on the current Lucid kernel and plugged it into my TV using HDMI. The supported screen resolutions are detected and the display on the TV is rock solid. So it looks like it's a VGA output issue.

I can confirm this too. I use the Option 225 on Orange UK's contract network. It works fine under Jaunty but there is breakage in the detection in Karmic. Have attached the output of possibly interesting logs for both insertions and removals of the dongle. Will be happy to test potential fixes.
