It is fixed in Hardy, Gutsy, Feisty and Dapper now, and GNOME l10n-team
has also been notified about this bug.
What about patch — I have no permissions to move it in repository, so I
expect somebody to take care of it. If it's really needed, of course.

Handling
Unfortunately, right now there is no package with debug symbols for
1:2.22.1-0ubuntu4.1 version of gnome-control-center. So I have
downgraded it to 1:2.22.1-0ubuntu4. The same behavior.
However, this is kind of tricky because the program doesn't crash, it
just freezes for a second.

There's strace mentioned in the wiki, so I did it too.
While the wallpaper thumbnails are being loaded, the log is filled with
this (only one fragment is shown, whole log file is too big, over 500KiB
in tar.lzma):

The title is pretty self-explaining.
I try to log in, input my username/password and then hit enter --
desktop begins to show up and nothing happens. I can still move mouse,
but there is just plain brown background without anything. So I press
Alt+Ctrl+Backspace and repeat

GNOME 2.21.4;
gnome-screensaver: 2.20.0-2ubuntu1;
gnome-session: 2.20.2-1ubuntu2;
Console-based programs (sudo) and some graphical-based ones (gksudo) DO
work normally.
