breezy-loom builds against the latest breezy, however its tests fail to
pass, which is blocking breezy itself from migrating. This is a known
issue in debian/upstream (see https://bugs.debian.org/cgi-
bin/bugreport.cgi?bug=988156) but breezy-loom's last vcs update was
2020.
With breezy fixed, a couple of these are now resolved:

happened, however the error message "Waiting for cache lock: Could not
get lock /var/lib/dpkg/lock-frontend" generally crops up when two apt
processes collide, such as a user-requested apt operation while
unattended-upgrade is

Thanks for your proposal for enabling this feature in exim4.
Offhand, this sounds like something that would be better implemented by
Debian, as there might be packaging or configuration considerations
required beyond simply enabling the makefile option. Once it's fixed in
Debian
