Another (possibly more effective) work-around is:
$ gtk-window-decorator --replace
With that IntelliJ (and the overall desktop) is usable again. :-)

Previously when creating 4 terminal windows cascade would place them in
in a tiled (2x2) square centered on the screen.
Now it creates the first window at (1,1) of the tile, but the next
window is placed at (0,0) desktop position. Subsequent
'smart' does create a proper 2x2 tiled square, but it starts at in the
left upper corner. The ending square won't be centered then.

It would appear that configuring different plugins through CCSM unsettles a lot
of other plugins, including 'Window Decoration'.
I'm not yet sure how to steadily reproduce this effect.
