bojo42's fix worked! I just downloaded the keyring from https://launchpad.net/~bojo42/+archive/ekiga, enabled the repository in Software Sources, installed the libopal3.6.1-plugins-h264 and libopal3.6.1-plugins-ilbc packages in Synapic, and now Ekiga recognizes the h264 and iLBC codecs in
