The root cause is a broken ACPI BIOS. I fixed both remaining problems by settings FAN always on while one AC power in the BIOS (which is the default value). NOTE: This is the exact inverse settings compared to the value required to make the HP 8530w EliteBook Mobile Workstation work flawlessly.
