In my case, this turned out not to be a kernel problem. As suggested by Cilidariu Mihai-Daniel, the problem was caused by a missing /etc/fancontrol configuration, without which the fancontrol daemon will not start. pwmconfig was helpful in generating a config file, and with some tweaking, I got
