i have found a solution for my particular case, sharing here in case it
helps anyone.
Using apt-cache rdepends python-minimal, i chased down what was causing
the removal of python-minimal to fail. I found out that nagions-plugins-
contrib, which i had installed, was pulling in python-crypto and
I have the same issue and was using an alternative mirror too, but even
after switching to the official country mirror the problem persists.

I have the same issue and tried the suggestion mentioned in #2 to no
avail.

I just ran into this same issue with 5.7.29-0ubuntu0.16.04.1. It is
caused by a race condition.
It is a rather large MySQL database, so stopping & starting up the
daemon takes some time. Tried 'apt-get -f install' multiple times to no
avail.
After going over the code in /var/lib/dpkg/info/mysql-
** Package changed: linux-meta-lts-saucy (Ubuntu) = linux-lts-saucy
(Ubuntu)

@driehuis that patch does not solve the problem, it merely removes the
warning from a2enmod. The problem is that the event mpm is enabled by
default on Trusty and that it explicitly needs to be disabled before
enabling mpm_itk.

A fresh install of Ubuntu 12.0.4.4 comes with kernel 3.11, but this
kernel seems to miss a lot of driver modules. In Saucy these drivers
were split off in linux-image-extra, but no such package exists for
precise's 3.11 kernel.
For example the module megaraid_sas is missing:
