'Multi-Core System Monitor' applet solved the issue.

I'm having this problem with Linux Mint, under cinnamon. At the moment I
can't reproduce the issue but I want to add that I also have a G930
headset USB dongle attached my computer. This headset has a couple media
control buttons and a volume control wheel on it. But from time to time,

Here is more scary one. This one happens with Marlin file browser.
Removing overlay scrollbar fixes this issue too.
