permissions issue:
As the root user (or sudo) do the following:
cp /etc/bind/rndc.key /etc/dhcp3/
chown dhcp:dhcp /etc/dhcp3/rndc.key
chmod 640 /etc/dhcp3/rndc.key
In /etc/dhcp3/dhcpd.conf add this line:
include
