Not fixed (at least in Kubuntu 16.10). I still can't use spell checking.
If I start Kate from command line i get:

I have both aspell and hunspell installed.

If it helps, sometimes i'm able to log in froma another machine using ssh.
But I don't know where to start debugging since I've no idea what is causing
the freeze.
Alse: I think this bug should be given more priority since it renders my PC
ununsable for serious work.

Workaround:
First I uninstalled kaccessible but it didn't change anything.
Then I uninstalled (purged) qt-at-spi.
It works now.

You should think the case of a user with international US keyboard in
his notebook that occasionally attaches an external keyboard with
different language. When I change my keyboard setting within Gnome, it
keeps returning (randomly?) to GDM configuration. That's not the
behaviour I expect.
