I triaged the problem It was caused by LC_CTYPE=fi_FI.UTF-8 when LANG=en_US.UTF-8. LC_CTYPE was set in /etc/environment. I am not familiar with LC_CTYPE, but I assume it deals with character conversion somehow. This setting caused problems in Eclipse, which opened files as ANSI instead of UTF-8
