Just find out that the appearance desktop effects are affecting menu
panels behavior. Flickering on menu hover is caused by Scale In effect.
I disabled it and menu switching works smoothly. I think kwin effects
need additional configuration option like the compiz has. Which window
types this effect

Guys, this problem is affecting me too, but Peddy's suggestion fixing it. See
his post:
To shut the thing up temporarily comment out the last line of
/etc/modprobe.d/alsa-base.conf (something like "options snd-hda-intel
power_save=10 ...").
I wonder, is it correct at all to have "options snd-hd
One more thing to add.
Short power button pressing at the begining of the boot-up process help me
don't hold a keyboard button during boot-up. I have no splash screen.
