My ubuntu desktop's background screenshot is like a attached image file.
I moved panel from left monitor to right monitor.
But, the top area of left monitor doesn't fill with icons.

Eclipse : Galileo Build id: 20090920-1017 (I installed eclipse manually, not
using synaptic.)
scim : 1.4.9-1ubuntu2
I'm sure that I got the problem above, I installed only scim and eclipse.
That's because to figure out what the problem is, I had installed and removed
eclipse,
In my case, I have only scim, but I got the same problem above.
Anyway, this bug frustrates me, really.
