I can report that this bug is still present in 14.04 Server Edition. I am running an HP Proliant MicroServer G1610. The OS boots from a Sandisk Cruzer. It is a full installation, not a LiveUSB. The delay between POST and GRUB is over 5 minutes. Reinstalling Grub does not resolve the issue.
