H.264), no hardware de-interlace.
So I have removed intel-media-driver version 21.1.1 and install in place
intel-media-driver-non-free package version 21.1.1 and de-interlace is OK on
same content.

I've just tested the proposed bionic 20.0.8-0ubuntu1~18.04.1. It's
working for my bug. Hope we get release soon now :) As you know bionic
is under LTS support until 2023..

I've just tested focal fossa proposed 20.0.4-2ubuntu1 , It's working for this
(my) bug.
I've tested it on live usb stick, but my computer is under Ubuntu 18.04 (see
first post)

I need a eoan with the proposed package built in, or I need to search how to

This is a normal error message, indicating you haven't a hardware encoder.
I have same message since the beginning.
Hardware decoding are related to UVD.
And you have :

If sudo dpkg -i linux-firmware_1.173.17_all.deb has success , yes you can
delete the file.
And to take effect, you have to reboot the machine as written by zdravko. Only
after reboot you can test again
