My E220 works fine on 10.04 but not on 9.10.
So if usb-modeswitch needs to be installed on 9.10, how can this be done
without a connection to the internet?

This has occurred many months after the the on-line upgrade of the OS. But
apparently all it needed was to run gnome-panel in a terminal window.
So this problem has been solved already.
