Now it works. Don't know what it was. Maybe it's because of some recent
upgrades. But now there are boot messages from upstart-jobs as well as
from sysv-init.
Everything works as expected!

I'm also using Lucid and suffer from the same problem. After looking
over Till's patch I found out, you can fix it easily for yourself by
making some adjustments to one file and resetup your printer. I'll

getent passwd shows them, too.

I didn't modify /etc/PolicyKit/PolicyKit.conf, so it's still the admin
group which matters.
But you were right, getent group admin only returned the local group
memberships. I changed the groups setting in /etc/nsswitch.conf from
group: files ldap

group: ldap
OK, thought there might be something else. But it works changing
nsswitch.conf, so this bug can be marked as solved.
