The reason I put this in grub-pc et al is that running update-grub when the kernel is updated is part of GRUB owning the boot process, which is part of the definition of grub-pc et al (as opposed to *-bin). In your case, I think it would perhaps be better to have grub-kexec-bin and grub-kexec
