Binary package hint: desktop-effects

I'm running Feisty off the Desktop CD, System>Preferences>Desktop
effects, then i click enable. The screen then goes a light grey and all
I can see is the cursor. If I click again where the "Enable desktop
effects" button was, I return to normal. Apparently I need a proprietary
driver "ATI accelerated graphics driver", but I am unable to download
it. Maybe it's because Canonical's server are getting slammed at the
moment with the 7.04 release?
