This isn't critical enough to go into Hardy at this point, so I'm

modelines have repeatedly being a root cause of security flaws inside vim.
That's why they are *now* being disabled by default in debian.
imho:
If you want them, i suggest to activate them in ~/.vimrc
...and the doc should be updated accordingly.

JFI: Since vim 7.0.237, modeline defaults to off for root. This is the
behavior that Martin suggested.
Instead of not disabling modelines in Ubuntu (in contrast to what Debian
does), the attached patch adds documentation of the non-standard
behavior.
