This is a feature in Ubuntu.
You can change this behavior with a tool called tune2fs.

Seriously, this can't be called a feature. I've never seen any other
operating system do this. Why does Windows not need this? Why does
Ubuntu need this? Doesn't Ubuntu have a journalling file system? Then,
why should this check be done, at all?

I really don't want to go through the hassle of joining a mailing list,
getting 50 mails per day, and discussing this one week long (esp. since
I'm sure that there will be incredibly many people who think that this
feature is necessary and that it's no problem at all to go to the
command line and
