Steps: 
1. Set "System Settings -> Security & Privacy -> SIM Pin" = On
2. System Settings -> Reset phone -> Erase & Reset Everything
3. After phone is reset, finish the start wizard
4. Check "System Settings -> Security & Privacy -> SIM Pin" settings

Expected: 
It should be "ON". (Actually it does request SIM PIN input during start up. )

Actual: 
The settings value becomes "OFF"
