I've tried to boot hardy alpha4 in qemu on gutsy, which booted up
without dropping to initramfs.
it failed to bring up X, but this is another bug to report ;)

For me I have a similar problem. gutsy qemu won't successfully the
gusty desktop i386 livecd (ubuntu-7.10-desktop-i386.iso). But I don't
get an error displayed before it drops into busybox.
Commandline:
qemu -cdrom /media/Nano/ubuntu-7.10-desktop-i386.iso -m 512 -boot d

I got this error too
I had feisty and gutsy guests working in feisty host, now upgraded the
host to gutsy and the guests stopped working leaving me in that
initramfs shell
If I use Feisty's qemu all works fine
I have Dapper and Edgy Guests and this work fine under gutsy's and feisty's
