This was discussed again recently and the Ubuntu Desktop has decided to
ship gnome-logs and stop shipping gnome-system-log by default.

right, we decided to not include it in Ubuntu Desktop for xenial since
it's pretty limited and we preferred to keep gnome-system-log instead
for this cycle, since nothing is pulling it to main there is no reason
to promote it yet
