Think I got the same with Lubuntu 16.10, because grub-install is not present, grub-pc is not part of the DVD, and I was offline I got that dialog. It is responsive (I can select any options) but if I select continue installation, or end installation, or close the window with close decoration,

I swear I reported this myself a few years ago but can't find it now. It seems to be a race condition in ubiquity because if you respond to the dialog quickly, it works, but if you wait a while, ubiquity appears to continue doing other tasks in the background and at some point, the dialog breaks.
