I've fixed this issue in my recent upload to impish - the OVS release
included a dirs.py and the build process did not force its generation
during the package build.

This is breaking the installation of openvswitch. I suspect this has
something to do with build. I had 2 identical machines, in one machine
there was no issue , in other it always failed with this error.
