Turns out this only happens when I use Wayland (as in GNOME on Wayland).

Interesting, I don't have this bug with zesty on a virtualbox environment...
I can't install gnome, because I can't make it start correctly, do you
experience this with Unity aswell?

Hello, can't reproduce:
1) created zesty clean vm
2) installed vbox 5.1.14 inside it
3) installed ext-pack and added my user to vboxusers
4) touch foo.ova
5) try to import appliance foo.ova
Result: VERR_TAR_UNEXPECTED_EOS, but no crash
