Please merge system-config-printer with Debian 1.5.9

I have done another upload now (-0ubuntu2) taking in the Debian changes.
Now the build is dh-based.
Note that there are many extra patches for driverless printing support
and some general fixes. I will submit them upstream soon.
The ippusbxd support will be removed later on when Avahi is fixed

Switching to dh in particular seems very helpful. For instance, it
provides dh_auto_test to automatically run the
s-c-p package updated to current GIT snapshot.
