I have the same issue with an old DELL Dimension C521, after a little
debugging I've found that the problematic component is the PCI, it
booted using:
pci=noacpi
This system in particular doesn't has ACPI-based fan control so there
isn't risk turning the acpi off. I'd followed:

installed 4.15.0-041500rc1-generic kernel from upstream.
Results by added boot options:
: reboots
acpi=off: works without ACPI info
acpi=ht: reboots
pci=noacpi: freezes after kernel loading
acpi=noirq: freezes after kernel loading
pnpacpi=off: freezes after kernel loading

Would it be possible for you to test the latest upstream kernel? Refer
to https://wiki.ubuntu.com/KernelMainlineBuilds . Please test the latest
v4.15 kernel[0].
