I'm not sure about the soundcard (it's a work machine). Based on the specs
quoted on the Dell website, the type is ADI 1983. lspci reports
Audio device: Intel Corporation 82801H (ICH8 Family)
In the Sound preferences dialog I have configured PCM as the
Default Mixer Track, but that setting

you change the track in the preference dialog the same volume is still
changed? Does using the mixer directly or alsamixer work correctly?

BTW, I've using gconftool to confirm the setting and it agrees with the applet:
