Thanks for confirming the bug. My Nextcloud cronjob says the following since
uprading php to 7.3.1-2 (before everything went fine with php 7.3):
PHP Warning: PHP Startup: Unable to load dynamic library 'intl.so' (tried:
/usr/lib/php/20180731/intl.so (/usr/lib/php/20180731/intl.so: undefined
Status changed to 'Confirmed' because the bug affects multiple users.

It seems to be caused by the latest release, 7.3.1-2, and its change in
how icu is detected. Reverting both that change and the change in icu
to not ship icu-config and rebuilding makes the issue go away again.
