It doesn't sound like this is a bug. "Not normal" just means we changed
how desktop icons and menus are rendered/generated in 19.04.

In Ubuntu 18.10 (and many years prior), it was nautilus-desktop which
owned and rendered the desktop including its menus.
In Ubuntu 19.04 we now use gnome-shell-extension-desktop-icons instead.
So its appearance follows the shell and the menu contents are in no way
related to the menu you saw in
This is due to a change in the way GNOME handles "the desktop" where the
wallpaper and icons can go. There is a new menu here, and that's what
you're seeing.

AM.png", It seems like part of the menu items is missing.
Also please check the newly uploaded screen shot file "ubuntu 18.10" of
pop-up menu for ubuntu 18.10 when right click on desktop. It's different
with ubuntu 19.04.
Can you give some more details about what's wrong here?
The menu looks the same on a physical install.
