You need to run 'sudo dpkg-reconfigure console-setup' and configure your
keyboard, then run 'sudo dpkg-reconfigure -phigh xserver-xorg' to update
the xorg.conf. Then you have changed the setting permanently. A user
being unable to change it from Gnome seems like a bug in gnome-control-
center.
