For anyone who is still experiencing this issue after the mutter
upgrade, the right place to comment or discuss on Launchpad is the
followup bug #1879968, not here. You may also wish to discuss the
problem at the corresponding upstream GNOME bug

I'm using 20.04 and also experience this issue pasting between
applications including Gnome Terminal and Atom (Snap package). I
initially thought the mutter upgrade had resolved the issue but it
"feels like" this problem gets worse over time.
