This is also related to but not duplicate of Bug #326916. Fast user switching doesn't work with multiseat configured using https://help.ubuntu.com/community/MultiseatX. I have turned off /apps/gnome-screensaver/user_switch_enabled, and turned on /desktop/gnome/lockdown/disable_user_switching.
