Sorry Wimpy - I just did fresh installs of two machines with 20.04.4, and the bug triggered on one of them, i.e. the fix is incomplete. Examining the .panel and .layout files in pluma, I can see that the problem element (mate-control-center) is listed in the files twice (elements 2 and 15) -
