Please sync openafs 1.8.6-4 (universe) from Debian unstable (main)

Explanation of the Ubuntu delta and why it can be dropped:
  * Import upstream 5.8 FTBFS fixes
  * Import upstream 5.8 FTBFS fixes

These patches were added to Debian in 1.8.6-3.

  * Bump Standards-Version to 4.5.0 (no changes needed)
