I have the same problem.
And I tried also report 
https://bugs.launchpad.net/ubuntu/+source/linux-lowlatency/+bug/1918454

but I don't know if it's in the right place.

I see that

load after " getty.target " when not working.
When worked for me, this was loaded faster.
And "Ctrl+Alt+Backspace" it really helps.

I suppose the services start randomly in systemd ,
and more organized and constantly in init .

I don't know how the driver or xorg works.
Maybe you know how to debug the problem or where to report it?
