There have been many reports of improper CPU throttling on Intel CPUs to
the point of making machines completely unusable.  See for example:

The latest thermald version, 2.4.8, does not have this issue.  Thermald 
versions prior to 2.4.8 do have this issue.  See:

The version of thermald should be updated to 2.4.8, or the code that
fixes this issue in 2.4.8 should be backported to the thermald versions
in current Ubuntu versions.
