Quick follow up.
I installed Ubuntu 22.04 on same RaspberryPI, and I noticed a huge performance
difference with fractional scaling on Wayland.
On Wayland I was unable to find any lag or delay or performance hit. On Xorg
though, even Ubuntu 22.04 had the same performance issues as Ubuntu Budgie

at least we will know what to tell our users if and when issues like this are

I am still going to test on Ubuntu on both Gnome and Wayland, and report if
there is any difference, so we can keep it

I've never seen anyone use Xorg fractional scaling on Raspberry Pi
before but I would expect it to be super slow. Because Xorg fractional
scaling effectively requires 4x the GPU power and it's only a Raspberry

This is with Xorg fractional scaling on Ubuntu Budgie ARM64. We don't
have Wayland on Budgie DE, but I can flash Ubuntu 22.04 ARM64 on a spare
microSD and test. Give me a few hours and I will follow up on that.
