I can confirm that upgrading to language-pack-gnome-zh from hardy-
proposed (version 1:8.04+20080415ubuntu1) has resolved my online/offline
start page woes for FF in Hardy for Simplified Chinese in particular.
Updated Bug 221984 with these test results.

Firefox online/offline startpage not
On Hardy, when locale is set to Simplified Chinese, the offline start
page for FF comes up to be the Traditional Chinese Taiwan (*_TW.html)
instead of the correct Simplified Chinese (*_CN.html) page. Where would
I begin to look for where this magic of picking the start page that
matches the locale
Unmarking the bug as a duplicate - we can use bug 195013 to track status
of general firefox localisations, and this bug to track status of
firefox homepage localisation issues.

An update to Firefox in Hardy seems to have solved this problem at least
in Danish - for me, now both the startpage and the whole of Firefox has
been localized to Danish. Great job!
