THIS SOLUTION DOES NOT WORK FOR ME:
edit: /etc/kde3/kdm/kdmrc
sudo nano /etc/kde3/kdm/kdmrc
In Section:
# Core config for local displays
[X-:*-Core]
change
# Default is 15 (SIGTERM)

identified a problem with the file /etc/ati/authatieventsd.sh.
The suggestion is to update the change by changing
XDM_AUTH_MASK=/var/lib/xdm/authdir/authfiles/A$1*
to:
XDM_AUTH_MASK=/var/run/xauth/A$1*
@Scott Lewin: Ctrl + Alt + Del doesn't do the trick, either, on mine.
@JEMH: I will try your solution next time I reboot.

I first thought it didn't work, but of course it can only work on the
SECOND reboot obviously.
Thanks to Stefan Carslöv for finding it out, Albert Astals Cid for
blogging about it and JEMH for posting it here!
Oh, and after all, Ctrl + Alt + Del did work, I had to press it four
times, though.
Ctrl + Alt + Backspace does not help on my 'puter.

Same here on two (32 bits) systems : one Hardy KDE4 version (fresh
install, Composite enabled in xorg.conf), and one Gutsy w. KDE 3.5. They
both have their fglrx driver installed through the latest ATI installer.

Problem seems to be the fglrx proprietary driver.
Workaround1: Kill the XServer with Ctrl - Alt - Backspace after it hangs.
Shutdown should complete as usual.

I actually had this before (Edgy?), but it went away in Feisty and
