Should really be a papercut, it affects everyone that I know of that has
installed ubuntu. The packages for all the good effects are already
there, it baffles me as to why the manager isn't.

I agree with this, but I understand why there would be arguments against
it. It can be a confusing tool to use as not all the plugins work well
with each other.
But, it's is an _awesome_ tool which makes the destkop highly
customizable. I install this for everybody I recommend Ubuntu to.

Thank you for bringing this bug to our attention. However, a paper cut
should be a small usability issue, in the default Ubuntu 9.10 install,
that affects many people and is quick and easy to fix. So this bug can't
be addressed as part of this project.
