Public bug reported:

I'm unable to manage the windows and am getting the message that I'm not 
running the window manager.
After an online upgrade, I'm using Ubuntu 7.10.
I wanted to close and minimize windows, but the signs, which allow to click on 
them to execute this command, disappeared.
The browser windows also cover the top line with the "Applications"", "Places", 
"System" etc.
