This bug has been fixed in the development version of Kubuntu 9.10 with
the inclusion of the KDE4 version of kdevelop in the main kdevelop
package.

The bug is still present on jaunty. A solution suggested on the forums
is to install konsole-kde3. However, installing konsole-kde3 forces some
other programs to be uninstalled (due to depdencies in the packages).

Same here but with Gnome-Desktop.
Upgraded from 8.04 to 8.10.
The Konsole tab lags for 3 seconds on start of kdevelop.
It shows no konsole.
I had a similar behavior in 8.04. At that time the konsole-package was
not installed.
Starting konsole from a shell works but produces this output:
