You have to download and install the package manually.
I installed in the order:
http://packages.ubuntu.com/hardy/linux-headers-2.6.24-22
http://packages.ubuntu.com/hardy/linux-headers-2.6.24-22-generic
http://packages.ubuntu.com/hardy/linux-image-2.6.24-22-generic
Ok i've installed all these packages and the brightness functionality
seems to behave much better. however, the most annoying bug persists,
which is after suspend the screen comes back in the lowest possible
brightness setting and i cannot adjust the brightness.

Brightness issue with Ibex
The same problem on my IBM X40, worst part is completely dark screen
after wake up from sleep. Also When I press Fn+End it goes progressively
down as it should. But pressing Fn+Home takes you back to only 1/3 of
maximum brightness.

I also have this issue with my X40. I also had it with my dell inspiron

@Ingotian. I don't think that your issue is directly related to this
bug, as you are using an ATI card, the issue here
Also affected by this bug, also using IBM X40. Rather annoying. Also,
after sleep, brightness goes totally down and Fn+Home/End has no effect.

This bug affects me too. I'm using a Samsung X20 with inte i915
graphics. I suppose this new intel driver doesn't work very well,
because I also am not able to use for example compiz window effects what
was no problem on 8.04.

Brightness issue with Ibex 8.10 on IBM X40 Laptop
IBM R40e Ubuntu 8.10 Screen brightness is low no matter what I try. The
Fn Home and end have no effect. In fact, none of the keyboard controls
for sound or video work. Tried using radeontool to switch light on - it
has an effect but all or nothing and still dim when on. Putting the
machine into
For me it's the same thing; HP/Compaq NC6220 laptop with an Intel 915
chipset. As off Ubuntu 8.10 (32bit) I suffer from a frequently changing
screen brightness, when on battery power. I understood this is part of
more smart behaviour of Power Manager. I had to turn these options off
to make things
I confirm the presence of a bug. I've tried to play with options reduce
backlights and dim on idle. Both of them did not solve the issue.
A few more details: the brighness progressively decreases, rather slowly and
then slowly increases. The other symtoms are the same.
