Setting /etc/papersize to a4 should fix your problem.
As mentioned before the ubuntu installer ubiquity automatically sets
/etc/papersize according to LC_PAPER when installing from desktop cd.

It looks like /etc/papersize overrides the printer-specific Media Size
set in Printer Options. I think that is very wrong. I removed my
/etc/papersize and now the test page is printed with my chosen Media
Size.

I can confirm this is very same for Estonian locale. Installation leaves
the papersize to US letter which is false. Running dpkg-reconfigure
libpaper1 fixes the problem, but this should be set automagically.

Did you select Germany as country in the Ubuntu installer Ubiquity? This
should have set your /etc/papersize to a4.
Are you the first user on your system? Please post the output of the following
command on a terminal:
$ id
You can reconfigure /etc/papersize by running the following command:
$
I manually set /etc/papersize to nothing and issued
$ sudo dpkg-reconfigure libpaper1
/etc/papersize resides empty.
I am the first user on the system.
$ id
verifies that my uid and gid is 1000
I selected Germany as my country an ubuntu correctly guessed my keyboard
layout during install.
