Hey, just had the same issue it does not deppend on APT at all it is
bind issue if you are using bind on your machine just shut it down or
use differet DNS server not sure how to reconfigure it to work. how ever
if you shut down bind service and use your provider instead it should
work

You're probably redirected somehow, and APT starts a new download job
for the other host or something like this. In any case, this seems
totally unreproducible. I am thus closing it.
