I was having this bug too but it has been fixed. Run this command to
upgrade to the latest build of KDE:
sudo apt-get install kde-workspace-bin

The same thing happens in Kubuntu 9.10 beta LiveCD. I am not being asked. But I
think Live-CD is more encouraging when you can install additional packages.
Furthermore the HELP Button is grayed out.

Yes, the only thing that never show a prompt is update/install packages.
I checked the source code (kde update manager) yesterday, but I don't know much
about KDE-Libs.
There is a if that checks something with a *transaction and is this not true
the error message will be displayed.

Yes, same thing here. I open KPackageKit, choose Software updates and
click Refresh (don't know exact expression; translates to
Aktualisieren in German). I will then receive a messagebox saying You
don't have the necessary privileges to perform this action.

As well as this annoying bug, I have also found some screens hard to understand.

KPackageKit - click install - get You don't have the necessary
